Pif3 form requires the "daily average calculated on a yearly basis" for both FTE and transients. Annualized daily average means that you divide the number by 365. When I have complicated or varying occupies I create my own occupant and use calculator, each line item shows actual occupant data and the daily average calculated on a yearly basis. I recommend you reference the Calculating FTE's forum within LEEDuser for additional guidance on this topic.
