Do we need to comply with the ventilation rates in Table 6-1 (ASHRAE 62.1-2007) for electrical rooms, lift machine rooms, electrical rooms etc?

Depends on whether they are regularly occupied or not. I suggest you check Interpretation IC 62.1-2007-17 to ASHRAE 62.1-2007.
