Due to building occupant requirements, the opening on the operable window has to be limited to prevent escaping/jumping. Is there a minimum requirement for window opening area to be classified as a thermal comfort control? Note that adding safety wire or security bars to the exterior is not an option.

There is not a minimum requirement defined. As long as the opening area is sufficient to allow for air transfer to affect thermal comfort, the intent of the credit would be satisfied.
