Minimum Indoor Air Quality Performance - Particulate matter

This is LEED reviewer question

The credit form indicates that the project is located in an area where the national standard or guideline for Particulate Matter smaller than 2.5 micrometers (PM2.5) is exceeded and itis not clear if the outdoor air is filtered consistent with Section 6.2.1.1 of ASHRAE 62.1-2010. 

 

In my project there is evaporative cooler only and no Air conditioning. So not possible for installing MERV Filters. 

In this scenerio what to do?

What kind of ventilation do you have? It is about having high standard filters in the supply air, regardless of what cooling you have. In my country, with a cool climate, mechanical ventilation with heat recovery and high performing filters are standard. But even if you have natural ventilation you would have filters right? Also – is it true that PM2.5 is exceeded? I have seen a case where someone did not understand the question and wrongly checked that box.
