Dear all, We work on a private office building where toilet facilities are composed of several individual toilet rooms. Reading the ASHRAE 62.1, we are not sure about the occupancy category of these spaces : is it private or public toilets ?

It sounds like these would be considered private. Note E says that the rate is for a toilet room intended to be occupied by one person at a time.

Thank you. So we can considere that "public toilets" are only urinals area, and toilet room partition with partial height-cubicle panels ?
