VRF systems are not covered by any of the 6.8.1 tables in the 2007 version of 90.1. They were added in the 2010 version. So for a LEED 2009 project you do not have to meet any minimum efficiency but you might want to look in the 2010 version to make sure you are getting at least the minimum efficiency.
