CS-v4.1 EAp2:Minimum Energy Performance

Is there an opportunity to utilize a different baseline on an existing building that is fully electric building in lieu of the directed (which is gas)?  In addition, for LEEDv4.1, is it appropriate to include PVs as part of the minimum energy performance threshold calculations?

You have to use the 90.1 baseline systems. As I understand it the building must meet the minimum requirements without renewables.
