based on the fact that we are on a planning stage only, what would be the documentation that approves compliance to this requirement.

Sam, it's sufficient to provide a signed and dated letter of commitment on letterhead with a description of the options and strategies being pursued. The details of what must be in the description are itemized in the sample form found at http://www.usgbc.org/sampleforms?keys=leed+nd Eliot
