How do one determine minimum outdoor air intake flow of a VAV system coupled with demand controlled ventilation to comply with ASHRAE 62.12007 standard required for at different operating conditions?

Chellapillai, you'll want to ignore the impact of DCV when developing your basic ASHRAE 62.1-2007 compliance calculations. DCV with VAV systems can become challenging to implement properly. It's important to work closely with a controls vendor to include language in sequences of operation that are clear enough to describe intent.
