Healthcare-v4 WEc4:Water metering

Meters on closed-loop hydronic system makeup water

Many healthcare projects have closed-loop hydronic systems for chilled water and heating hot water.  Would providing separate meters for chilled water make-up and hot water make-up count as two of the five meters required for healthcare projects?
