To meter or not to meter

I have a store (case 1) with a small 60 ton chiller, 2 AHU's, lighting, and plug loads. If HVAC, plug loads, and lighting can be measured on one meter, how many meters do I need? Does the chiller fall under HVAC in this case?

The chiller is an HVAC load and can be metered with the remainder of the HVAC systems, lighting, and plug loads.
