Are we exempt of providing the meter declaration if the water-meter has been installed by the water company (government)? What would the criteria for this be?

The meter declaration is actually built into the template form. There is a check box that is required that confirms "the project has permanent water meters that measure the total potable water use for the building and associated grounds." So I wouldn't expect any additional information to be provided for the meter declaration.
Regardless of whether the meter is owned by the utility company or the project building, checking this box should meet the requirements of the prerequisite.

Thank you for your quick response. I thought the meter declaration referred to a document confirming calibration of the water meter.

Currently, only the water metering credit requires any sort of confirmation concerning the water meter calibration. Even within that credit, there is no specific upload or document that is required to confirm calibration. That may be something that changes with an update to the credit templates, or may come up as a clarification. It is not listed in the required documentation in the reference guide, but I can certainly see it coming up in future reviews.
