NC-v4 EAp2:Minimum energy performance

MERV 8 + MERV 14 Filters Pressure Drop Credit of Precool AHU (PAHU) in Baseline

When PAHU (MERV 8 & MERV 14) serves the AHU's (MERV 8) in design building.  

Can the pressure drop credit of MERV 8 & 14 filters can be taken in baseline AHU's, as PAHU's can't be explicitly modelled in baseline building? 

Please advise
