We are doing a LEED CI project which is located in LEED Certified building. The Base building already has provision for natural ventilation in the form of operable window. The CI project is expansion of the current office and the office occupant do not use operable windows and they intend not to as it created noise and unnecessary wind movement. It is permanently kept closed and the local control for operable window is disabled. 

SO my query is, in this case, for LEED Submission purpose, should we consider the system as mechanical ventilation only as the existing operable windows are not used. Or is it compulsory to disclose that the project has both mechanical ventilation and natural ventilation?
