I am working on a project where the architectural work includes "facelift" work with no HVAC upgrades in roughly half of the scope. Because of this, our square footage documented under IEQp1 is roughly half of the square footage documented under Plf2 Project Summary Details. Do I need to account for the confirmation of ventilation in spaces in which we are not otherwise upgrading mechanically? Or is that fact that we are not upgrading the HVAC and acceptable discrepancy for me to explain?

In IEQp1, you need to address how the ventilation requirements are met in all of your project areas, including spaces with existing HVAC. Note that even LEED-EB projects have to comply with ASHRAE 62 for IEQp1.
