I believe you could if the shading is view-preserving automated shades. You may need to put the note why the automatic shading doesn't work or is not installed yet.

Only with automatic glare control devices. Glare control devices are needed regardless, but only automatic ones require a project to only have to meet the minimum 10fc level.
