Measurement and Verification for two building campus (metering)

In order to calibrate an energy model you need to measure energy use by end use. Fuel type can work if there is only one or two end uses associated with it. This does not mean that you need permanently installed submeters in every case. We once did calibration on a small library with no submeters. The measurements were all spot measurements and short term trending meters. For example, in the case where the lighting and plug loads are on the same circuit you could submeter it and then figure out a way to determine the lighting portion (perhaps spot measurements of the power draw of the lighting fixtures attached to that circuit) and subtract that from the total to separate the end uses. Use the lighting data to calibrate the lighting energy use and the plug load data to calibrate the plug load energy use. In order to effectively calibrate an energy model you need to calibrate it by end use on a monthly basis. Effective submetering goes back to designing the layout of the panel boards so this process should start early in design.
