Short answer - yes.
Long answer - depends on the credit. LEED v2009 had a campus guidance that included a matrix of credits that are applicable to campus, group or individual projects.
We have achieved the Open Space credits on a campus level for a number of projects. Education, Green Cleaning, etc., are also suitable for a campus approach (both v2009 and v4).
Regional Priority points are tied to the actual credit - if it is achieved on a campus level, then the RP point will be achieved on the campus level as well, and so on.

I've looked through this matrix, but it does not specifically state campus eligibility for innovation credits as it does for the other credit categories.
Open Space is of course a Sustainability Sites credit in LEED v4, and is campus eligible. But I'm specifically curious about innovation credits, such as O+M Starter Kit, Purchasing - Lamps, Green Building Education, Occupant Comfort Survey, etc. Have you found it written anywhere that these are in fact campus eligible, or has that just been your past experience?

just project experience. The rationale is that if the activity is applied campus-wide (such as O+M starter kit, which is accepted as a project Innovation credit), and unaffected by the individual building's design or operation, than it should also be acceptable as a campus credit.
Best that you send a question about the specific innovation credits, to your LEED Coach for confirmation.
