Can the manufacturer of the sign provide you with the daytime and nighttime cd/m2 (nits)? It's usually in digital signs. I can't ever get this info from other sign types.

Is your marquee sign internally illuminated signage? If yes, then the marquee signage can be exempted from Uplight and Light Treepass requirement and provide document showing the compliance of luminance during daytime and night time hour as per Bill’s reply above.
If your marquee sign is not internally illuminated sign, then you have to include the designed marquee sign in the uplight and light treepass requirement, either using the backlight-uplight-glare (BUG) method (Option 1) or
the calculation method (Option 2). You also need to support with commitment letter showing that the future marquee sign will have the light preference that can comply to either the required lumens for BUG method or required lux for light treepass’s calculation method.
