Manual Override

Is there any circumstance whereby an after hours manual override for a Civic Building would not be acceptable for exterior lighting? LEED v2009 provided manual override for both Interior Lighting within LEED NC and exterior lighting within LEED for Schools at sporting events. There is no mention of a manual override at all within LEED v4 Light Pollution Reduction.
