Is Manual Measurement acceptable?

I would like to clarify if manual measurement is acceptable and compliant in this credit. We have a project that has BMS or building management system that can only monitors the HVAC consumption. The power and lighting consumption will be determined to every panel boards per floor in a mixed mode (meaning it is not segregated per end use). Can this be acceptable if we read the consumption per panel board for power and lighting and thru BMS for HVAC? or if we segregate it per end use but still can be determined the consumption in the panel board per floor, can this still be compliant to the requirements?

Yes manual measurement can work. You just need to explain how you will determine the monthly kWh consumption for all significant energy end uses in your M&V Plan. If the panel boards are already segregated this is pretty easy, if not you will need to explain how the energy end use will be segregated in each panel board.
