NC-2009 EAp2: Minimum Energy Performance
Shall the mandatory efficiency of section 6.4 (Tables 6.8.1) be verified also for a chiller that works as backup system (the chilled water is provided in normal conditions by district cooling)?

Probably a good idea. If it will not normally operate at all and function as an emergency back up then you may be able to argue that it would not have to meet it.
