Yes. You will have to include them unless you have a the task lights controlled by motion sensors. It's an exception in ASHREA 90.1 2007

Hi Susan,
We have received review comments asking us to include the task lighting in the the LPD even when we are showing the ASHRAE motion sensor exemption. We are currently trying to rebut the comment. Besides reiterating the ASHRAE exemption, what would you recommend to show you have controllability and can still exclude task lights from the LPD? Thanks
