Break room sinks are considered kitchen sinks - used for filling tea kettles and washing plates, glasses, etc. They thus have the higher baseline.
The break room sink located inside the CI space is documented in WEp1. To obtain credits under WEc1 you need to document all of the water facilities used by the occupants, including the toilets located in the common areas.
