Is fire insulation included in LEED v4 or v4.1 Low Emitting Materials? In WELL insulation used for purposes of fire safety are not included because the function is more important. r

Should sheathing (or any other product for that matter) be considered "excluded" or "compliant" if the product has a valid HPD stating VOCs are NA from the general emissions requirement?
