The updated credit now has more flexibility and easier threshold allowing projects to achieve up to three points but for the emission evaluation now it requires CDPH v1.2 instead of v1.1. also has the following language for school projects:
"Products used in school classrooms must be evaluated using the classroom scenario, products used in other spaces must be evaluated using the default private office scenario"
to me, this will prevent us from substituting the credit from v4 to v4.1 but I'm still trying to find an interpretation of the new language and see how it's affecting the current materials with CDPH v1.1.

I'm told that the office scenario is actually more stringent than the classroom scenario, so if it meets the office scenario it complies with credit requirements. Curious if anybody else has first-hand knowledge of this.
However, we are not yet seeing a lot of product documentation that cites CDPH SM v1.2...and I'm left to wonder what ramifications of this change are. Does CDPH SM v1.2 tighten thresholds for products? Is re-testing required for all products sold in CA?...by when?

It appears that the difference between v1.1 and v1.2 is in the benzene threshold and there is no significant change, we had a similar problem for v4 since the language only indicates CDPH v1.1 and it wasn't clear if we could use v1.2 or not.
I agree that most of the products in the market at the moment have CDPH v1.1 and it's not clear how LEED v4.1 will treat them, also CDPH v1.3 will be out soon that may cause more confusion.

I just received an email from USGBC confirming that they'll accept CDPH v1.1 for the credit in v4.1

Oh that's great news! We're just about to submit our project for final review (in Canada) and have adopted a few v4.1 credits. Considering the products used were from 2016/2017 under CDPHv1.1 it seems kind of pointless to provide documentation complying with v1.2 well after use...that being said it seems like the majority of the products we did use have already updated to v1.2 but alas, some are still in process so it would have limited us to adopting v4.1. We'll wait until we get confirmation back from GBCI via CaGBC but your response sounds promising for us!

Can we submit the Material Credits to be reviewed as LEED v4.1 and the remaining as LEED v4?
Our BD-NC project is already in second appeal review.
