Can someone give me some guidance. My cabinet shop has finished my cabinets and are ready to send to the paint shop. I need to make sure they use a compliant stain and i can't seem to find the voc limits anywhere.

According to EQ credit Low-emitting products (https://www.usgbc.org/node/2612576?return=/credits/homes/v4):
In the interior of the home, use products that have been tested and found compliant with the California Department of Public Health Standard Method V1.1–2010, using CA Section 01350, Appendix B, New Single-Family Residence Scenario, for emissions testing guidance.
For site-applied interior paints and coatings, meet the requirements of CA Section 01350 (0.5 point).

However, from your description, it sounds like they might be applied off-site. If applied off-site, there are no listed VOC limits in LEED for Homes, it is for site-applied only.
