I have a project in Paris and i would like to know if the respect of the local rainwater requirements could permit to have points on the credit : SSC4 Rainwater Management ?

If I understand your question, you want to know if complying with local requirements is enough to earn points for this credit. No, not in an of itself. In this case, you would need to make sure that local requirements are stringent enough for the LEED requirements.
