LEED Zero (Energy/Carbon/Water/Waste)

We would like to clarify a point regarding the eligibility requirements for LEED Zero (Energy/Carbon/Water/Waste) certification.

Is it mandatory for a project to already hold a LEED certification (such as BD+C or O+M) in order to pursue LEED Zero certification? Or can projects apply for LEED Zero independently, provided they meet the operational performance requirements (e.g., 12 months of verified energy data and net zero balance)?
