LEED v5 Development and Inclusion of Construction Impacts

Hello everyone! 

A small subgroup SCL members have been working on writing a response the presentation Wes Sullens gave us at the Summit this past winter. It's been a long process but the letter and all it's reccomendations are drafted and ready to present. The group felt it prudent to post the response here first for a short public comment. This is a great letter, thank you so much for getting this organized and put down on paper.  I would agree with all these items.  I think a big opportunity that should be addressed is revising the regional procurement guidelines to something that actually makes sense.  Maybe it's a target of 300 miles and excludes concrete.  Whatever it is, it is a travesty that it's turned into an impossibility.  Buying locally / regionally can have a tremendous environmental and economic benefit. Another one related to material tracking that is even more down in the weeds: Officially remove Div 31 and 32 from tracking if you aren't going to revise the regional criteria.  These items primarily help with regionality goals, and without those goals they just inflate the materials budget unnecessarily. Another is to separate construction waste from demolition waste.  Pounds per sq ft should only apply to a construction phase.  It doesn't make sense that a job can't pursue pounds / sq ft just because they have demo scope.  And likewise, a job with demo should be discounted for its diversion rate in some way.  There is a difference between the two, and that should be reflected in the goals and tracking process. I think making revisions to the existing ideas is at least just as important as adding new ones.  I unforunately missed the deadline for working on v5 development, but I'll be sure to be pestering people at greenbuild about these even if they make it into the letter.  Thanks again for doing this
