LEED v5 - Certification and source location

I am hoping to learn more about the requirements and changes to LEED for the new Version 5.  It appears that Tier 2 does not require that EACs/RECs be Green-e certified/equivalent but Tier 3 does require that. Is this correct?  Also, regarding the EAC/REC source location (same country or region as project), please advise a resource that can be used to determine the "region" for each country.  Do China GEC's qualify as a Tier 2 product under v5, given that they're not Green-e or equivalent?  Would China GECs meet LEED requirements for a Hong Kong project?  If Hong Kong utilities sell NON-Green-e/equivalent RECs, would these RECs qualify projects for points under LEED v5 for Tier 2?
