Regarding the Baseline Service Water-Heating System, both Table G3.1.1-2 in Standard 90.1 - 2016, as well as the statements in Table 3 "Changes in ASHRAE 90.1 Performance Rating Method Requirements, 2010 to 2016" in LEED V4.1 Reference Guide (under the header "Service Water Heating") seem to be very cleat about the heating method to choose for the Baseline.
However, since our Hospitality project uses purchased chilled water and purchased heat (for heating, cooling and DHW), we are not completely sure if point G3.1.1.1 applies to the Baseline Service Water-heating system.
Our interpretation is that, since there is no exception listed under Table G3.1.1-2 (unlike Tables G3.1.1-3 and G3.1.1-4), Table G3.1.1-2 shall be used "as-is", and in our case choose "Gas storage water heater" for the Baseline DHW system, since we are working in a Hotel project. But we would appreciate a more thoughful point of view.
