I don't see explicit clarity on the question of LEED v4 vs v4.1. Can anyone confirm that LEED v4 is still legitimate to register a project under?

LEED v4. 1 is still under the beta phase as of December 2021.
Although you can register a project under v4.1, there is no "sunset" date for version 4. In the past, there has been ample time to register and submit before any version has been closed.
It has been very valuable to project teams to be able to register under version 4 but substitute or "borrow" credits from LEED v4.1 as appropriate for the individual project. There are many useful hints and guidance in the forums and from GBCI as to how to do this.
