LEED V4 ID+C

The Project is a small office of area around 360 Sq.m in huge building of area around 7400 sq.m? The office building is served by central chiller & no heating. I made a system type 4 which is changed to single zone air handler with fossil fuel furnace as per section G.3.1.1.3.2 modification in baseline system. Now we have received a comment from the LEED reviewer that the baseline system type shall be baseline system 8, as the baseline system selection in LEED V4 ID+C shall be based on building area not project area? Which I found nowhere written in LEED V4 ID+C? Our only savings is in fan & we seek advice as if we go with system 8 the fans will be variable speed & the savings will reduce significantly. Kindly let me know if the reviewer is right & I have to change my baseline system type to system 8?
