CS-2009 IDc1:Innovation in Design

LEED v2009 CS+ID Point

In seeking IDc1 Innovation and Design point for LEED CS v2009, would the purchase of carbon offsets to reduce natural gas emissions be acceptable in achieving the ID point? If so, what percentage offset of natural gas would be required and for would a 2 year term be required?
