I have finally completed the documentation of all credits for a 2009 NC project. I am ready to submit, and have marked off all credits as "complete" in the credit information area. All of them appear with green check marks on the LEED Online scorecard. At the top, the scorecard accurately adds up all of the attempted credits, indicating that we are ATTEMPTING 82 points, which is correct. However, just to the left of this total at the top of the scorecard, there is another line that says "Points Possible: 81."
Why is there one less point possible than we are attempting? Obviously we are right on the brink and need every point we can get. Is there any way to know what point is missing? Should I be concerned?

Id look at WEc3 first. You have to select a certain #of points you're attempting.

It might be because of the all possible regional priority credits.
We are outside the US and tipically WEc1, WEc2, WEc3, EAc1, EAc3 and EAc5.2 are always credits inside the certification scope, and all of these give international projects the extra point por regional priority.
This gives us 6 "possible points" but for regional priority GBCI only grants up to 5, so even if we comply with all of these we will never get the 6 points.
This has always happened with our precertification, we always get one point less from the "possible points".
