EBOM-v4 MPR3:Must comply with project size requirements

LEED O&M on a portion of a building

Would a CI project (not LEED) that complies with the MPR's but consists of only a portion of a building (5 levels) be elegible for a LEED O&M certification? A single entity owns the building, but only occupies 5 floors (8,973m2) out of the 27 the building consists. This entity has a complete control over the operation of their space.

No, EBOM is  a whole-building certification.
