There are some options under this credit (i.e., Option N and O) that only seem applicable to those projects with internal streets. Our project is 6.52 acres (a large square block) with residential, mixed use and retail components, but no streets. We only have driveways, sidewalks and open plaza. Is it possible for us to argue that we still feel we should comply under Option O since any driving on this site will be under 25 MPH? We'd like our project to capture as many options as possible under this credit. How best to do this with no "internal streets"?
