Lakshmi, a general methodology is set out in Step 2 of the v4 Reference Guide Step-by-Step Guidance section. Basically, you categorize the new infrastructure by type (pumping, street lights, and traffic lights), then for a baseline use any applicable local government standard for lowest first-cost purchases, or alternatively, identify from vendors their lowest first-cost item in each category and each item's energy use (under the assumption that lowest first-cost is least efficient). Beyond the Reference Guide, I'm unaware of infrastructure standards or documents that might help set a localized baseline for each equipment category, but it's worth a literature search on the Internet.
