Hi,
Would a project be eligible to apply for this credit if the scope of work includes the provision and installation of 100% of the fan coils serving the certifiable space, even if they don't have Variable Speed Controls?
The base building provides the cold water for the fan coils in the office, but the rest will all be new (system design, supply of equipment, distribution and installation of equipment, ductwork, etc.) The fan coils in the project are not VAV fans.
Based on this information, I am not sure whether the project meets any of the three eligibility criteria for EAc1.3 specified in LEED Interpretation #10134. Can it comply with the first criterion if the AHUs don't have Variable Speed Controls? Can it comply with the second criterion if the base building's HVAC systems provides the cold water for the AHUs?

Many fan coil units serving 100% of the floor wouldn't be applicable to this interpretation - leave them out. The system/equipment that provides the cool water would be applicable to the second line.
The last line of your question - did you mean to say AHUs or FCUs?

I meant FCUs, sorry. Does this mean that our only option would be the last one in LEED Interpretation #10134? "The project can comply with the requirements of the credit if the project team can show that the relevant criteria have been met for all HVAC systems serving the area within the project scope, whether or not the HVAC systems are installed as part of the tenant scope of work."
Because the central HVAC system of the building, which is outside the scope of work, is the one that provides the cool water for all the FCUs in the project...

The problem with that option is that the central HVAC system, which provides the cool water, is outside the scope of work. The LEED Interpretation #10134 reads "The project is eligible to earn the credit if the project scope of work includes one of the following:".
Taking this into account, am I correct in assuming that option 3 is the only valid option?

Per the bird's eye view above -
"Another LEED Interpretation, #10135, further clarifies project scope for this credit, noting that "'project scope' refers to all spaces within the LEED project boundary, regardless of whether or not they are included in the project's scope of work. The project can comply with the requirements of the credit as long as all spaces within the 'project scope' satisfy the requirements."
That means you can go with #2 so long as your equipment complies.
