I am working on an old building built in 1970s and there is no information on mechanical system availiable regarding COPs , what can I do in this case, I am sure the systems have been replaced, what assumptions can I take?

Ideally you or someone more local visits the building, takes pictures of the nameplates and you look up the equipment efficiency. Absent knowing you can assume the baseline code minimums as that would likely be a conservative estimate of savings depending upon the age of the equipment.
