LEED for homes certification in United Arab Emirates

Hi There, We are currently looking to develop a very energy efficient villa in U.A.E. Does LEED for homes rating is available outside U.S as well? Does anyone have any information about the green raters in this region. As the project is less than three storey and area approximately 2000sqft- 3500 sqft. LEED NC is not applicable for this. In this case can LEED be applied for villa projects in this part of the world?Can anyone please provide guidance above. In anticipation, Regards, Imran
