We are analyzing an existing building and determining the rating system to follow. I have completed an exercise reviewing points that would be gained under the NC, CI and EBOM systems and our best chances by far are with the EBOM system, documenting and improving on the existing operations of the building.
The scope of the project alterations is to undertake a minimal, sustainable upgrade of the general office areas which represents just under 50% of the entire building surface area (including basement carparks and roof) with new carpet and office furniture and some partitions alterations. In undertaking these works, there is a requirement to relocate provisionally the building´s occupants, however this is to be completed in stages. My understanding of the requirements of the EBOM rating system is that if more than 50% of the building's population are relocated, then another programme of certification should be sought.
My question is that can we justify using the EBOM programme if we are completing the works in stages and in any one moment, less than 15% of the building´s occupants are being affected? Is the period of affectation limited to the performance period or is it the combined affectation over the complete project life? In our case, the entire facility alterations are to take place over a 2 year period. Many thanks in advance for your insight on this topic.
