We are currently doing a LEED 2009 CS - GOLD project in Jakarta.
The question is: Do we need to select our equipment (pumps and fans) based on the recommended baseline building design power from ASHRAE 90.1? What would be the implications if we exceed the baseline power recommendations?
Currently, we are exceeding some of the recommended values because of high heads due to pump room locations.

You must meet all of the mandatory provisions. The prescriptive provisions are all optional and available for trade off. You can exceed the baseline pump and fan power allowances. You may show negative savings for these energy end uses and will have to make that up with positive savings in the other energy end uses.
