FIrst, that's not true. I first saw it that way, but that's not the intention. You can do nonpotable water as an alternative compliance path.Second, yes, you're only required to follow addenda in place at time of project registration.

If you factor in non potable water for toilet flushing as an alternative compliance route - isn't that double counting of credits based on the potential to achieve WEp2 for innovative technologies? regards

Vivien, do you mean WEc2? There is overlap, and I would say that it's more 'double-dipping" than "double-counting." LEED has a certain amount of double-dipping, i.e., intentionally allowed extra credit for the same strategy, built in, and this is one area you see it.
