Am I understanding this credit correctly to mean that paints are to have zero (0) content of lead....EPA standards are not acceptable, correct?

My 'never, say never' button is on. If you still can, add lead free to your paint spec. If you are up against the wall on this, you'll want to go diving through the testing standard. You may have to go diving into the GreenSeal testing policy but there may be a tiny, tiny, tiny bit allowed just like the EPA standards. I've personally not seen lead listed in any amount in the MSDS sheets I've reviewed and I do that a lot for interior paints.

GS-11 (Grean seal) 2015 standard indicates 100ppm as the threshold.
