Dear Users,
We have a client down here in Chile (Ministry of Health) who's decided to pursue LEED certification for a new hospital (first time in the country) at five months into construction phase (total is 30 month). The building was designed and intends to become a showcase for new best practices in new hospitals and the public sector.
Everything looks OK in terms of prerequisites and overall scoring. However, their original ESC Plan-like (called Site Environmental Plan) is not compliant with EPA standards, though they are now implementing the corrective measures to comply with this PR and we'll be documenting everything as required (photos, plans, site checklist, etc.). My concern is whether a later implementation and documentation (ie: date-stamped photos) of this PR will suffice to comply, or such belated decision of pursuing certification LEED already sinked the whole initiative (in which case I'd obviously advice my client against moving forward with registration).
Any feedback and/or precedents are thankfully appreciated.

It could be difficult - see a similar question posted above with the heading "Late implementation."
It might depend on the specific ways in which the original plan was different from the EPA standards, and whether it can be shown that no significant impacts occured before the updated plan was put in place. For example, if the previous period was during a dry season, or local conditions prevented runoff from reaching any streams or stormwater drains, you might be able to make a effective case. To be more sure, you'll want to submit a CIR.

Thank you David. You've raised good points and given me a better idea on how to address this particular documentation. And yes, I second your conclusion that a CIR may be unavoidable here. I'll post any updates on this for the benefit of this forum.

Well, seems this is a common question we all have, I have a similar situation, any updates or success stroies through a late LEED decision?
