Interesting question. If this were only about selecting a LEED rating system, I would say that it falls under LEED for New Construction, not LEED for Homes, due to the lack of kitchen facilities in the buildings. I'm getting this from LEED rating system selection policy.
However, your question is more about definitions for SSc2 and SSc4, than about picking a rating system. The LEED Reference Guide, under SSc2, gives a definition for "residential area" which does not mention dormitories, hotels, etc. Based on that I would call this commercial—and that reinforces the rating system selection component. I'm going to see if I can get another opinion, though.

To tag onto Tristan's response. I deferred to ASHRAE for the answer. Under LEED NC v2.2, it states that ASHRAE 90.1 establishes the minimum requirements for the energy efficient design of buildings, except low-rise residential buildings. Looking at how ASHRAE defines residential as spaces in buildings used primarily for living and sleeping...includes dwelling unites, hotel/motel guest rooms, dormitories...There's no mention of requiring a kitchen to be labeled as residential. So as long as your barracks are not considered low-rise residential (three stories or fewer above grade), then it can be designed to meet (and exceed) EAp2 and therefore attempt credits SSc2 and 4.
