discovered a potential oversight on a building design: some restrooms intended to be used by very small kids are equipped with light switches and no occupancy sensors.

This appears to put the project out of compliance with section 9.4.

Is there any safety exception for this? The intention was that the kids would possibly get scared if the lights go off and chaos would ensue possibly comprising safety. All the other restrooms have occupancy sensors. Additionally, sometimes adults need to help very young kids use the restroom, which is similar to rendering "patient care."

Looking for feedback: Think we need to suck it up and put in occupancy sensors or is it OK in this limited circumstance (kindergarten single-occupant restrooms)?
