I am working on a project where one of the janitor's closets is located in the kitchen area. According to the credit implementation, chemical storage and mixing areas such as janitor's closets should be located away from occupant work areas. Since the kitchen is expected to be in use for at least 10-12 hours a day, we are considering it an occupant work area, but is it absolutely required to locate the janitor's closet away from this area or is it recommended in order to achieve this credit?

The credit doesn't preclude you from locating the jan closet in the kitchen area. It requires isolation of potential contaminants. For the janitor closet you need an enclosed room with negative pressure with exhaust directly to the outside, and walls running up to the structure. A kitchen is also a potential source of contaminants and should be treated similarly.
